The authority responsible for issuing the passport is determined by the applicant\u2019s place of residence.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>PRELIMINARY REQUIREMENTS<\/strong><\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">An Italian passport may be issued only to persons holding Italian citizenship.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">Italian citizens born abroad must provide evidence that they have requested the registration of their birth certificate in the civil status records of the competent Italian municipality. If the applicant\u2019s birth certificate has not yet been registered in Italy, before applying for a passport the applicant must have the birth certificate legalised and request its registration (for further information, please refer to the dedicated page <a href=\"https:\/\/ambcolombo.esteri.it\/en\/servizi-consolari-e-visti\/servizi-per-il-cittadino-italiano\/traduzione-e-legalizzazione-dei-documenti\/\">Translation and legalisation of documents \u2013 Embassy of Italy in Colombo)<\/a>.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>WHO MAY APPLY FOR A PASSPORT AT THE EMBASSY<\/strong><\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">Italian citizens residing in Sri Lanka or the Maldives and duly registered with AIRE (Registry of Italians Residing Abroad) may apply for a passport at the Embassy of Italy in Colombo.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">Passport applications submitted by Italian citizens who are not resident in Sri Lanka or the Maldives will be accepted only in serious and exceptional circumstances, which must be duly documented. In such cases, the passport may be issued only after authorisation and delegation have been granted by the competent authority (the relevant Police Headquarters or Consular Office) based on the applicant\u2019s place of residence.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>HOW TO APPLY FOR A NEW PASSPORT<\/strong><\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">Passport applications must be submitted using the <a href=\"https:\/\/ambcolombo.esteri.it\/wp-content\/uploads\/2024\/01\/modulo_richiesta_passaporto-06.2023.pdf\">Passport Application Form<\/a>, which must be personally signed by the applicant.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">The following documents must be enclosed with the application:<\/p>\n<ul style=\"text-align: justify;\" data-spread=\"false\">\n<li>a copy of the previous passport, if it has expired, is due to expire within 90 days of the application date, has no remaining blank pages, or is damaged;<\/li>\n<li>two recent, identical, front-facing, colour passport photographs, taken against a white background and compliant with the <a href=\"https:\/\/ambcolombo.esteri.it\/wp-content\/uploads\/2024\/01\/ALL-03-Passaporto-requisiti-fotografia-e-specifiche-ICAO.pdf\">ICAO Document 9303 specifications<\/a>. One of the two photographs must also be authenticated pursuant to <a href=\"https:\/\/www.normattiva.it\/uri-res\/N2Ls?urn:nir:stato:decreto.del.presidente.della.repubblica:2000-12-28;445!vig=2025-08-14\">Article 34 of Presidential Decree No. 445\/2000<\/a>. The authentication of one of the photographs will be carried out directly when the passport is issued.<\/li>\n<\/ul>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">The passport application form, the required documentation and a copy of the passport page containing the applicant\u2019s personal details and signature must be emailed to <a href=\"mailto:consolare.ambcolombo@esteri.it\">consolare.ambcolombo@esteri.it<\/a> <span style=\"text-decoration: underline;\"><strong>BEFORE<\/strong><\/span> booking an appointment.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">Once the above documentation has been submitted, an appointment at the Embassy may be booked through the <a href=\"https:\/\/prenotami.esteri.it\">Prenot@Mi portal<\/a>.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">The applicant\u2019s fingerprints and signature will be collected on the day of the appointment. Applicants must therefore appear in person for the issuance of an electronic passport containing their fingerprints, either at the Consular Office of the Embassy in Colombo or at the Honorary Consular Agency in Mal\u00e9.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><strong>PLEASE NOTE:<\/strong> Important amendments to Article 3(b) of Law No. 1185\/1967 (\u201cPassport Regulations\u201d) entered into force on 14 June 2023. As a result, parents of minor children are no longer required to submit the other parent\u2019s consent when applying for their own passport. Applicants are now merely required to submit a self-declaration confirming that they are not subject to a court order preventing the issuance of a passport.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>PASSPORT VALIDITY<\/strong><\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">Passports are valid for 10 years. Upon expiry, a new passport must be requested.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>PASSPORT FOR MINORS<\/strong><\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">Since 26 June 2012, all minors have been required to hold an individual passport. It is therefore no longer possible for minors to be included in their parents\u2019 passports.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>REQUIRED DOCUMENTATION<\/strong><\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">The following documentation must be submitted to the Consular Office to obtain a passport for a minor:<\/p>\n<ul style=\"text-align: justify;\" data-spread=\"false\">\n<li>the <a href=\"https:\/\/ambcolombo.esteri.it\/wp-content\/uploads\/2024\/01\/modulo-domanda-passaporto-minorenni-03.2023.pdf\">Passport Application Form for Minors<\/a>, signed by both parents, or signed by one parent and accompanied by the <a href=\"https:\/\/ambcolombo.esteri.it\/wp-content\/uploads\/2024\/01\/Assenso-passaporto-genitore-minori-bilingue-03.2023.pdf\">Declaration of Consent to the Issuance of a Passport to a Minor Child<\/a>. In both cases, copies of the parents\u2019 identity documents must also be submitted;<\/li>\n<li>two identical, front-facing passport photographs, taken against a white background and compliant with the <a href=\"https:\/\/ambcolombo.esteri.it\/wp-content\/uploads\/2024\/01\/ALL-03-Passaporto-requisiti-fotografia-e-specifiche-ICAO.pdf\">ICAO Document 9303 specifications<\/a>. One of the two photographs must be authenticated pursuant to <a href=\"https:\/\/www.normattiva.it\/uri-res\/N2Ls?urn:nir:stato:decreto.del.presidente.della.repubblica:2000-12-28;445!vig=2025-08-14\">Article 34 of Presidential Decree No. 445\/2000<\/a>. For minors aged 12 or over, one of the photographs will be authenticated directly by the Consular Office when the passport is issued. If a child under the age of 12 will not be present when the passport is issued, one of the two photographs must be authenticated in advance by a public authority;<\/li>\n<li>the minor\u2019s birth certificate, duly legalised, if it has not yet been registered in the civil status records in Italy;<\/li>\n<li>any passport previously held by the minor.<\/li>\n<\/ul>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">On the day of the appointment, at least one parent must be present. The minor must also be present if they are aged 12 or over. <span style=\"text-decoration: underline;\"><strong>A parent who is not a citizen of Italy or another European Union Member State must always be present.<\/strong><\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">The collection of fingerprints and a signature is mandatory for minors aged 12 or over. Fingerprints are not required for children under the age of 12. Their physical presence at the Embassy is therefore not required, provided that one of the two passport photographs has been authenticated by a public authority.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>PASSPORT VALIDITY<\/strong><\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">Passports are valid for:<\/p>\n<ul style=\"text-align: justify;\" data-spread=\"false\">\n<li>3 years for children aged 0 to 2;<\/li>\n<li>5 years for minors aged 3 to 17.<\/li>\n<\/ul>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>DECLARATION OF ACCOMPANIMENT<\/strong><\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">Minors under the age of 14 travelling without their parents or persons exercising parental responsibility must carry a specific declaration of accompaniment. This declaration must be requested in advance from the competent consular authority or Police Headquarters by completing the relevant application form.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">The declaration must be signed by the persons exercising parental responsibility or legal guardianship in the presence of the competent official. Once duly signed, the declaration may also be submitted electronically, together with a non-authenticated photocopy of the identity document of the Italian citizen signing it. The signature of a parent or guardian who is a citizen of a non-EU country and is not legally resident in Italy must be authenticated by an official. The declaration must specify the minor who will be travelling, the accompanying person or airline, and the flight to be taken.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">The authorisation is issued on the basis of the declaration of accompaniment and indicates the name of the person, organisation or airline entrusted with the minor during the journey. Alternatively, at the request of the persons exercising parental responsibility, this information may be entered directly in the minor\u2019s passport.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">The declaration of accompaniment and the corresponding authorisation are valid for one return journey only.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>THEFT OR LOSS OF A PASSPORT<\/strong><\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">As of 19 February 2026, following the entry into force of Law No. 19 of 19 January 2026, anyone whose passport is lost or stolen abroad must report the incident to the local police authorities. This requirement is intended to prevent the document from being misused and to ensure that it is immediately recorded as lost or stolen in local systems. A second report must also be signed for submission to the Italian authorities. Where it is objectively impossible to file a report with the local authorities, the Consulate may issue a new document after receiving a report submitted directly by the Italian citizen concerned to the Consular Office.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">Persons residing within the consular district may apply for a new passport at the Consular Section of the Embassy. Those who are only temporarily in Sri Lanka or the Maldives and need to return immediately to Italy may instead apply for an Emergency Travel Document (ETD). Further information on ETD is available on the dedicated page <a href=\"https:\/\/ambcolombo.esteri.it\/en\/servizi-consolari-e-visti\/servizi-per-il-cittadino-italiano\/emergency-travel-documents-etd\/\">Emergency Travel Documents (ETD) \u2013 Embassy of Italy in Colombo<\/a>.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>CONSULAR FEES<\/strong><\/span><\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">Under Law No. 89\/2014, the fee for issuing a passport is EUR 116.00, comprising an administrative fee of EUR 73.50 and a passport booklet fee of EUR 42.50. The fee must be paid in Sri Lankan rupees, calculated according to the ministerial exchange rate established on a quarterly basis.
