to citizens abroad"},"content":{"rendered":"<p style=\"text-align: justify;\">The Embassy\u2019s Consular Office provides assistance to Italian citizens who find themselves in situations of difficulty or financial hardship while abroad.<\/p>\n<p style=\"text-align: justify;\">The main forms of assistance available to Italian citizens abroad are outlined below.<\/p>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>Assistance to detainees<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">Italian citizens who are arrested or detained abroad have the right to request assistance from the competent Embassy or Consulate.<\/p>\n<p style=\"text-align: justify;\">At the request of the person concerned and in accordance with local law, the diplomatic or consular mission may:<\/p>\n<ul style=\"text-align: justify;\">\n<li>visit the detainee;<\/li>\n<li>provide contact details of lawyers practising in the country;<\/li>\n<li>facilitate contact with family members, subject to the detainee\u2019s express consent;<\/li>\n<li>where necessary and permitted under local law, arrange medical assistance and provide basic comfort items to the detainee;<\/li>\n<li>facilitate transfer to Italy where the Italian citizen is detained in a country that is a party to the <a href=\"https:\/\/www.coe.int\/it\/web\/conventions\/full-list\/-\/conventions\/treaty\/112\/signatures?p_auth=PEqwslGJ\">1983 Strasbourg Convention on the Transfer of Sentenced Persons<\/a> or with which bilateral agreements are in force;<\/li>\n<li>in specific cases, support applications for pardon submitted by the person concerned or by their lawyer.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">The Embassy or Consulate cannot:<\/p>\n<ul style=\"text-align: justify;\">\n<li>represent an Italian citizen in legal proceedings;<\/li>\n<li>cover legal expenses.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">For further information on the assistance provided by Embassies and Consulates to Italian citizens detained abroad and their families, please refer to the <a href=\"https:\/\/www.esteri.it\/mae\/resource\/doc\/2019\/11\/detenuti_italiani_allestero_-_guida_pratica_allassistenza_consolare.pdf\">Practical Guide to Consular Assistance<\/a>.<\/p>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>Financial assistance<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">In exceptional circumstances and subject to the availability of funds, the Consular Office may grant <strong>financial assistance<\/strong> to Italian citizens who:<\/p>\n<ul style=\"text-align: justify;\">\n<li>are <strong>permanently resident<\/strong> within the consular jurisdiction;<\/li>\n<li>are <strong>registered with AIRE<\/strong>;<\/li>\n<li>are experiencing <strong>proven financial hardship<\/strong>.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Italian citizens who are <u>temporarily abroad<\/u>, whose residence is in Italy or in another consular jurisdiction, and who face unforeseen and documented financial difficulties may be granted a <strong>loan subject to a commitment to repay<\/strong>, provided that they are unable to obtain assistance from family members or third parties (for example, through authorised money transfer services).<\/p>\n<p style=\"text-align: justify;\">The loan may be granted only after verifying the Italian citizen\u2019s financial hardship and confirming that family members who are legally required to provide support are unable to do so (Article 433 of the Italian Civil Code).<\/p>\n<p style=\"text-align: justify;\">The recipient undertakes to repay the amount provided by the Italian State within 90 days of the loan being granted.<\/p>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>Healthcare assistance<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">Italian citizens travelling to countries such as Sri Lanka and the Maldives, where no bilateral healthcare agreements are in force, are advised to take out health insurance before travelling.<\/p>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>Reimbursement of healthcare expenses for workers abroad<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">Italian citizens employed abroad under an employment contract governed by Italian law may apply for reimbursement of expenses incurred for healthcare services received abroad. For further information on eligible categories and reimbursement procedures, please refer to the <a href=\"http:\/\/www.salute.gov.it\/portale\/ministro\/p4_8_0.jsp?lingua=italiano&amp;label=servizionline&amp;idMat=ASE&amp;idAmb=TRASF&amp;idSrv=RPL&amp;flag=P\">website of the Italian Ministry of Health<\/a>.<\/p>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>Highly specialised medical treatment abroad<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">In exceptional circumstances, the <strong>Italian National Health Service (SSN)<\/strong> may cover the cost of highly specialised medical treatment abroad where such treatment cannot be obtained in Italy within a timeframe compatible with the patient\u2019s clinical needs or with adequate standards of effectiveness. Access to this benefit is subject to prior authorisation by the competent Local Health Authority (ASL). For further information, please refer to the <a href=\"http:\/\/www.salute.gov.it\/portale\/ministro\/p4_8_0.jsp?lingua=italiano&amp;label=servizionline&amp;idMat=ASE&amp;idAmb=TRASF&amp;idSrv=RPL&amp;flag=P\">website of the Italian Ministry of Health<\/a>.<\/p>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>Healthcare for AIRE-registered citizens during temporary stays in Italy<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">Italian citizens who are permanently resident abroad and registered with AIRE and who temporarily return to Italy are not, as a general rule, entitled to healthcare at the expense of the Italian National Health Service. They are therefore required to pay the applicable regional fees for all healthcare services, including emergency care.<\/p>\n<p style=\"text-align: justify;\">However, Italian citizens registered with AIRE who receive a pension from an Italian social security institution, as well as Italian citizens who emigrated abroad and were born in Italy, are entitled to urgent hospital treatment free of charge for a maximum of 90 days per calendar year, provided that they do not have their own health insurance coverage. To receive free urgent hospital treatment, they must sign a self-declaration certifying their status as an emigrant (supported by their date and place of birth in Italy, residence abroad and Italian citizenship) and declaring that they do not have public or private health insurance coverage.<\/p>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>Transfer of residence abroad<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">Italian citizens who transfer their residence to a country with which Italy has no healthcare agreement in force lose their entitlement to healthcare under the Italian National Health Service and must therefore arrange their own healthcare coverage in accordance with the rules applicable in their country of destination.<\/p>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>Legal assistance<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">The Consular Office may provide Italian citizens who have been detained, arrested or imprisoned with a list of legal professionals whom they may contact for representation in legal proceedings. Legal expenses are borne by the citizen concerned. In cases of proven financial hardship and particular seriousness, financial assistance towards legal expenses may be provided in the form of:<\/p>\n<ul style=\"text-align: justify;\">\n<li>a grant for citizens residing abroad within the relevant consular jurisdiction;<\/li>\n<li>a loan subject to a commitment to repay for Italian citizens temporarily in the country.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Before providing financial assistance to Italian citizens detained abroad, the Consular Office will first establish whether family members in Italy are able to cover the relevant expenses.<\/p>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>Assistance in the event of loss or theft of documents<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">If an Italian citizen temporarily abroad has lost their documents or had them stolen and there is insufficient time to complete the necessary procedure for issuing a new passport, the Consular Office may issue a temporary travel document, also known as an E.T.D. \u2013 Emergency Travel Document.<\/p>\n<p style=\"text-align: justify;\">Please note that, within the Schengen Area, some airlines may, depending on their own commercial policies, allow passengers to board upon presentation of the police report relating to the loss or theft of their documents.<\/p>\n<p style=\"text-align: justify;\">For further information on ETDs, please refer to the dedicated webpage: <a href=\"https:\/\/ambcolombo.esteri.it\/en\/servizi-consolari-e-visti\/servizi-per-il-cittadino-italiano\/emergency-travel-documents-etd\/\">Emergency Travel Documents (ETD) \u2013 Embassy of Italy in Colombo<\/a>.<\/p>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>Consular repatriation<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">In cooperation with the competent Italian authorities and local bodies (Prefectures, Police Headquarters, Municipalities, Local Health Authorities and Social Services), the Consular Office arranges the permanent repatriation of Italian citizens residing abroad who are in severe financial hardship, as well as Italian minors who have been abandoned (in the latter case, in coordination with the Juvenile Court).<\/p>\n<p style=\"text-align: justify;\">Repatriation is subject to verification that family members in Italy are willing and able to assume responsibility for the maintenance and assistance of the person being repatriated. If no such support is available, repatriation is coordinated with the Social Services of the municipality of the person\u2019s last residence or municipality of origin in Italy, or through the use of regional funds.<\/p>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>Permanent return to Italy \u2013 Customs concessions<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">Italian citizens who have resided abroad for at least 12 months and transfer their residence to Italy are entitled to customs concessions and, depending on applicable regional, provincial or municipal regulations, may also be eligible for financial assistance.<\/p>\n<p style=\"text-align: justify;\">Customs exemptions apply to:<\/p>\n<ul style=\"text-align: justify;\">\n<li>household and personal effects (such as furnishings, furniture and items of modest value used in the home or for professional activities) owned and intended for the applicant\u2019s personal use, provided that they are imported into Italy within 12 months of the date indicated as the last day of residence abroad;<\/li>\n<li>a motor vehicle, provided that it has been owned for at least 6 months.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">For further details, please refer to the <a href=\"https:\/\/www.adm.gov.it\/portale\/franchigie-doganali\">website of the Italian Customs and Monopolies Agency<\/a>.<\/p>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>Repatriation of human remains or ashes<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">The Consular Office provides assistance with the repatriation of the remains of Italian citizens who have died in Sri Lanka or the Republic of Maldives.<\/p>\n<p style=\"text-align: justify;\">In this context, the Consular Office requests authorisation from the relevant Italian municipality for the burial of the remains or ashes and issues the consular declaration required for repatriation.<\/p>\n<p style=\"text-align: justify;\">To obtain this declaration, the following documentation must be submitted:<\/p>\n<ul style=\"text-align: justify;\">\n<li>death certificate;<\/li>\n<li>certificate issued by the competent local health authority confirming compliance with the applicable health and safety requirements;<\/li>\n<li>certificate confirming that the death was not caused by an infectious or endemic disease.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Please also note that local funeral service providers are available which, when formally appointed by the family, can handle funeral arrangements. In addition to preparing the coffin or arranging cremation, these providers can obtain the documentation required for the repatriation of the remains or ashes.<\/p>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>Medical repatriation<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">Where an ill Italian citizen requires hospitalisation in Italy, the Consular Office asks the family to identify a medical facility where the citizen can be admitted upon arrival in Italy. If the family encounters difficulties in identifying a suitable facility, the Embassy may ask the competent Prefecture to identify one.<\/p>\n<p style=\"text-align: justify;\">The Consular Office must also obtain a medical certificate confirming that the Italian citizen is fit to travel by air (i.e. a \u201cfit-to-fly\u201d certificate).<\/p>\n<p style=\"text-align: justify;\">For medical repatriation, financial assistance may be granted to Italian citizens in financial hardship who are permanently resident in Sri Lanka or the Maldives. Italian citizens temporarily in the country who are experiencing temporary financial hardship may instead be granted a loan subject to a commitment to repay for their return to Italy on a scheduled commercial flight, using a stretcher service and an onboard medical escort where necessary.<\/p>\n<p style=\"text-align: justify;\">Where an Italian citizen\u2019s medical condition prevents them from signing the commitment to repay and their family members are unable to arrange the repatriation, medical documentation certifying the person\u2019s temporary incapacity to understand and make decisions must be obtained.<\/p>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>Assistance in locating Italian citizens abroad<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">Information concerning Italian citizens abroad may be provided in accordance with the applicable personal data protection legislation (Legislative Decree No. 196\/2003 and EU Regulation 2016\/679), which in most cases requires the consent of the person being sought. As not all Italian citizens who have moved abroad are registered with Italian Consular Offices, if the person is located, the Italian Ministry of Foreign Affairs and International Cooperation will inform them of the nature of the request and provide them with the requesting party\u2019s contact details.<\/p>\n<p style=\"text-align: justify;\">Within the limits of the means permitted under local law and subject to the conditions outlined above, Consular Offices may conduct searches where the applicant has demonstrated a legitimate interest. Requests must be sent directly by email to the Consular Office (consolare.ambcolombo@esteri.it) in the form of a signed and reasoned written application, accompanied by a copy of the applicant\u2019s valid identity document.<\/p>\n<p style=\"text-align: justify;\">In the event of a missing person, a report must be filed with the competent police authorities. A copy of the report, preferably in PDF format, must be sent to the Consular Office (consolare.ambcolombo@esteri.it), with a copy sent to Office IV of the Directorate General for Italian Citizens Abroad and Migration Policies (dgit-04@esteri.it).<\/p>\n<p style=\"text-align: justify;\">Requests for information concerning the residential address abroad of Italian citizens, including for the purpose of serving legal documents, must be addressed to the relevant Italian municipality where the person is registered with AIRE (the municipality of their last residence in Italy or their municipality of origin). The registers of Italian citizens residing abroad (AIRE) are maintained by Italian municipalities and by the Ministry of the Interior (Article 1(1) of Law No. 470\/1988).<\/p>\n","protected":false},"excerpt":{"rendered":"The Embassy\u2019s Consular Office provides assistance to Italian citizens who find themselves in situations of difficulty or financial hardship while abroad.
