{"id":3957,"date":"2023-12-20T09:26:20","date_gmt":"2023-12-20T03:56:20","guid":{"rendered":"https:\/\/ambcolombo.esteri.it\/?page_id=3957"},"modified":"2026-09-07T10:06:53","modified_gmt":"2026-09-07T04:36:53","slug":"register-of-italians-residing-abroad-aire-2","status":"publish","type":"page","link":"https:\/\/ambcolombo.esteri.it\/en\/servizi-consolari-e-visti\/servizi-per-il-cittadino-italiano\/register-of-italians-residing-abroad-aire-2\/","title":{"rendered":"Register of Italians Residing Abroad (AIRE)"},"content":{"rendered":"<p style=\"text-align: justify;\" data-pm-slice=\"1 1 []\"><span style=\"text-decoration: underline;\"><strong>WHAT IS AIRE<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">The Register of Italians Residing Abroad (A.I.R.E.), established by Law No. 470 of 27 October 1988, contains the details of Italian citizens who reside abroad for a period of more than twelve months.<\/p>\n<p style=\"text-align: justify;\">AIRE is managed by Italian municipalities and the Ministry of the Interior on the basis of information provided by consular offices.<\/p>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>WHO IS REQUIRED TO REGISTER WITH AIRE<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">The following Italian citizens are legally required to register with AIRE:<\/p>\n<ul style=\"text-align: justify;\" data-spread=\"false\">\n<li>citizens who transfer their residence abroad for periods exceeding 12 months; in this case, the declaration must be submitted within 90 days of permanently transferring residence abroad;<\/li>\n<li>citizens who already reside abroad, either because they were born abroad or because they subsequently acquired Italian citizenship.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>Please note:<\/strong> The law also allows citizens to submit a declaration of transfer abroad before leaving Italy (known as <em>pre-registration<\/em>). In this case, the registration application must still be completed through the competent Consular Office within 90 days of departure from Italy.<\/p>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>WHO IS NOT REQUIRED TO REGISTER WITH AIRE<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">The following persons are not required to register with AIRE:<\/p>\n<ul style=\"text-align: justify;\" data-spread=\"false\">\n<li>persons who go abroad for a period of less than 12 months;<\/li>\n<li>seasonal workers;<\/li>\n<li>permanent employees of the Italian State serving abroad, who have been notified under the Vienna Conventions on Diplomatic Relations and Consular Relations;<\/li>\n<li>school heads, teachers and administrative staff who have been placed on special assignment and sent abroad as part of educational activities conducted outside Italy;<\/li>\n<li>employees of Italian Regions and Autonomous Provinces assigned to liaison offices established pursuant to Article 58 of Law No. 52 of 6 February 1996;<\/li>\n<li>civilian and military personnel receiving the long-service allowance for service abroad provided for by Article 1808 of the Code of Military Order, Legislative Decree No. 66 of 15 March 2010;<\/li>\n<li>civilian and military personnel serving at offices and facilities of the North Atlantic Treaty Organization (NATO);<\/li>\n<li>persons living with the above-mentioned citizens who accompany them abroad.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Registration remains <span style=\"text-decoration: underline;\">optional<\/span> for Italian nationals who work abroad for the European Union, for international organisations of which Italy is a member, or for entities referred to in Article 26 of Law No. 125 of 11 August 2014, and who retain or establish their tax residence in Italy.<\/p>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>HOW TO APPLY FOR AIRE REGISTRATION<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>General information<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">Applications for AIRE registration are forwarded to the competent Italian municipality, the sole authority responsible for civil registration matters, which updates the applicant\u2019s residence record and electoral registration.<\/p>\n<p style=\"text-align: justify;\">Registration is <span style=\"text-decoration: underline;\">free of charge<\/span>. For tax-related matters, please refer to the provisions of Presidential Decree No. 917 of 22 December 1986 (CONSOLIDATED INCOME TAX ACT) and to the circulars issued by the Italian Revenue Agency.<\/p>\n<p style=\"text-align: justify;\">Once the procedure has been completed, the municipality notifies the citizen concerned that registration has taken place. However, failure to receive such notification does not necessarily mean that registration has not been completed. To check the status of their application, citizens are therefore advised to contact the competent municipality directly, rather than the Consular Office.<\/p>\n<p style=\"text-align: justify;\">Registration with AIRE entails removal from the Register of the Resident Population (A.P.R.) and, consequently, the termination of residence in the territory of the Italian Republic.<\/p>\n<p style=\"text-align: justify;\">Pursuant to Article 16(3) of Decree-Law No. 22\/2019, AIRE registrations completed by municipalities following applications submitted to Consular Offices take effect from the date on which the application was submitted, provided that it includes all the required documentation.<\/p>\n<p style=\"text-align: justify;\">The different methods by which citizens may apply for AIRE registration are set out below.<\/p>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>1. First method: Registration through the FAST IT portal<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">An application for AIRE registration may be submitted online through the <a href=\"https:\/\/serviziconsolari.esteri.it\/ScoFE\/index.sco\">FAST IT Portal<\/a>, after registering or signing in using a SPID, CIE or CNS digital identity.<\/p>\n<p style=\"text-align: justify;\">After registering and activating the account, the user must open an AIRE application by selecting \u201cConsular Register and AIRE\u201d (the pen icon) from the available services. The user may then apply for AIRE registration by completing the relevant online form. The following documents must be attached to the application:<\/p>\n<ul style=\"text-align: justify;\" data-spread=\"false\">\n<li>an identity document. If the Italian identity document has expired, it should not be uploaded in the designated identity-document field on the portal (as the system does not allow this), but it must nevertheless be attached to the registration application;<\/li>\n<li>proof of residence for every member of the household. In Sri Lanka, residence may be demonstrated by providing:\n<ul data-spread=\"false\">\n<li>a copy of the Grama Niladhari Certificate; or<\/li>\n<li>a copy of the Resident Visa, if the applicant holds only Italian citizenship; or<\/li>\n<li>a copy of an employment contract and\/or tenancy agreement and\/or household utility bills or bank statements showing the applicant\u2019s residence.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>Tips for using the FAST IT portal<\/strong><\/p>\n<p style=\"text-align: justify;\">Applicants are advised to:<\/p>\n<ul style=\"text-align: justify;\" data-spread=\"false\">\n<li>use PDF files with a resolution not exceeding 200 DPI. Other formats or resolutions may prevent the documents from being received;<\/li>\n<li>avoid photographs of documents and colour scans;<\/li>\n<li>sign forms exclusively with a handwritten signature (i.e. in pen) or a digital signature;<\/li>\n<li>if they have already created an account on the <a href=\"https:\/\/prenotami.esteri.it\/\">Prenot@mi<\/a> portal or a FAST IT account with another Consular Office, transfer their personal account before applying by using the \u201cChange Consular Office\u201d function and selecting \u201cSri Lanka &gt; Colombo\u201d;<\/li>\n<li>use the \u201cChange Consular Office\u201d function, and NOT the change-of-address function, when moving between different consular districts. The change-of-address function must be used exclusively for moves within the same consular district.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\">Please note<\/span>: The Consular Office is unable to provide technical assistance for IT-related problems concerning the FAST IT portal. In such circumstances, users are advised to contact the FAST IT Portal helpdesk directly.<\/p>\n<p style=\"text-align: justify;\">Please also note that messages sent through the FAST IT portal are intended solely for notification purposes (for example, to notify users that an application has been rejected or that additional documents are required). The Consular Office cannot process or reply to communications or conversations initiated by users through the portal.<\/p>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>2. Second method: Submitting the application at the Embassy<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">Applicants who do not have the equipment needed to use the FAST IT portal (PC, printer or scanner), or who encounter technical problems, may submit their application in person at the Embassy after booking an appointment through the <a href=\"https:\/\/prenotami.esteri.it\/\">Prenot@mi<\/a> portal. Please note that, since 1 March 2019, AIRE registration applications sent by email have no longer been accepted.<\/p>\n<p style=\"text-align: justify;\">The following documents must be brought to the appointment:<\/p>\n<ul style=\"text-align: justify;\" data-spread=\"false\">\n<li>the <a href=\"https:\/\/ambcolombo.esteri.it\/wp-content\/uploads\/2024\/10\/MODULO-ISCRIZIONE-AIRE-03.2023.pdf\">AIRE registration application form<\/a>, signed by the applicant; for households, a separate signed form is required for each adult Italian citizen;<\/li>\n<li>copies of the Italian identity documents (passport or identity card) of all household members who reside abroad and live at the same address;\n<ul data-spread=\"false\">\n<li>Citizens who do not yet hold an Italian identity document may submit a foreign identity document and a copy of the birth certificate issued by the relevant Italian municipality.<\/li>\n<li>Citizens whose identity document has been stolen or lost may submit a copy of the report filed with the Sri Lankan Police Authorities and, if available, a photocopy of the stolen or lost Italian document.<\/li>\n<\/ul>\n<\/li>\n<li>for a foreign spouse, a copy of their national passport;<\/li>\n<li>documentation proving residence within the consular district (e.g. a copy of the Resident Visa or residence permit; a residence certificate issued by the Grama Niladhari; a copy of an employment contract and\/or tenancy agreement and\/or household utility bills).<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong><span style=\"text-decoration: underline;\">IMPORTANT<\/span>: requests for other consular services may not be submitted at the same time as an application for AIRE registration (e.g. applications for a passport, identity card, certificated, etc.). Such services may be requested and provided only after the citizen has received, at their personal email address, formal notice that the procedure for AIRE registration\/update has been initiated with the competent municipality.<\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>AIRE REGISTRATION OF MINORS LIVING WITH ONLY ONE PARENT<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">An application to register an Italian minor who lives with only one parent, including a foreign parent, cannot be submitted through the FAST IT portal. The application must be sent by email to <a href=\"mailto:consolare.ambcolombo@esteri.it\">consolare.ambcolombo@esteri.it<\/a>.<\/p>\n<p style=\"text-align: justify;\">The following documents must be sent to the above address:<\/p>\n<ul style=\"text-align: justify;\" data-spread=\"false\">\n<li>the <a href=\"https:\/\/ambcolombo.esteri.it\/wp-content\/uploads\/2024\/10\/RICHIESTA-ISCRIZIONE-AIRE-MINORI-NON-CONVIVENTI-03.2023.pdf\">application for AIRE registration of a minor living with only one parent<\/a>, signed by both persons exercising parental responsibility. If the applicant states that it is impossible to obtain the other parent\u2019s signature, they must provide documentary evidence of that impossibility, unless it is already on file, and must in any event provide the other parent\u2019s contact details and any information that may assist in contacting them;<\/li>\n<li>the minor\u2019s birth certificate issued by the Italian municipality where the birth was registered;<\/li>\n<li>the minor\u2019s identity document;<\/li>\n<li>the identity documents of both parents;<\/li>\n<li>proof of the minor\u2019s residence (a residence certificate issued by the Grama Niladhari, school enrolment certificates or a Resident Visa).<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>Please note that the sole purpose of registering a minor with AIRE is to certify the citizen\u2019s actual residence (i.e. habitual place of residence) abroad. It is therefore independent of any disputes concerning orders issued by Italian or local judicial authorities.<\/strong><\/p>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>UPDATING AIRE RECORD<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">After registering with AIRE, citizens must keep their personal records up to date by promptly notifying the competent Consular Office of any change in their residence abroad. In particular, they must report:<\/p>\n<ul style=\"text-align: justify;\" data-spread=\"false\">\n<li>a change of residential address within the same consular district;<\/li>\n<li>a move to another consular district or another country.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">These changes must be reported through the <a href=\"https:\/\/serviziconsolari.esteri.it\/ScoFE\/index.sco\">FAST IT Portal<\/a>.<\/p>\n<p style=\"text-align: justify;\">Although the law allows up to 180 days to report these changes, citizens are advised to apply for registration with the new Consular Office as soon as possible.<\/p>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>REMOVAL FROM AIRE<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">A person is removed from AIRE in the event of:<\/p>\n<ul style=\"text-align: justify;\" data-spread=\"false\">\n<li>repatriation to Italy, by applying directly to the municipality for registration in the Register of the Resident Population;<\/li>\n<li>death (including a judicial declaration of presumed death);<\/li>\n<li>unknown whereabouts, particularly where the overseas address is no longer valid;<\/li>\n<li>loss of Italian citizenship.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>TRANSFER OF AIRE REGISTRATION<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">Citizens already registered in the AIRE records of one municipality may apply to transfer their registration to another municipality in the following cases:<\/p>\n<ul style=\"text-align: justify;\" data-spread=\"false\">\n<li>transfer to the AIRE records of a municipality in whose APR (Register of the Resident Population in Italy) members of their household are registered;<\/li>\n<li>transfer to the AIRE records of a municipality in whose AIRE records members of their household are already registered.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">In cases other than those listed above, the transfer is subject to assessment by the municipalities concerned.<\/p>\n<p style=\"text-align: justify;\">If the application to transfer AIRE registration is accepted, the citizen\u2019s registration on the electoral roll is also transferred to the new municipality.<\/p>\n<p style=\"text-align: justify;\">To transfer the registration of minor children, a declaration of consent signed by both parents must be attached. Adult children must submit an individual application.<\/p>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>FAILURE TO REGISTER WITH AIRE<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">Registration with AIRE is a legal obligation.<\/p>\n<p style=\"text-align: justify;\">Any person who is subject to civil registration obligations and fails to comply with the provisions of Law No. 1228 of 24 December 1954, Law No. 470 of 27 October 1988 and the implementing regulations of those laws is subject to administrative fines, as provided for by Law No. 213 of 30 December 2023. The authority responsible for determining the violation and imposing the penalty is the municipality in whose population register the offender is registered.<\/p>\n<p style=\"text-align: justify;\">The investigation and penalty procedure carried out by municipalities is governed by Law No. 689 of 24 November 1981, Article 1 of which provides that: \u201cNo person may be subject to administrative penalties except by virtue of a law that entered into force before the violation was committed.\u201d<\/p>\n<p style=\"text-align: justify;\"><span style=\"text-decoration: underline;\"><strong>FORMS<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/ambcolombo.esteri.it\/wp-content\/uploads\/2024\/10\/MODULO-ISCRIZIONE-AIRE-03.2023.pdf\">AIRE registration application form<\/a><\/p>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/ambcolombo.esteri.it\/wp-content\/uploads\/2024\/10\/Variazione-indirizzo-AIRE-03.2023.pdf\">AIRE change-of-address application form<\/a><\/p>\n<p style=\"text-align: justify;\"><a href=\"https:\/\/ambcolombo.esteri.it\/wp-content\/uploads\/2024\/10\/RICHIESTA-ISCRIZIONE-AIRE-MINORI-NON-CONVIVENTI-03.2023.pdf\">Application for AIRE registration of a minor living with only one parent<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"WHAT IS AIRE The Register of Italians Residing Abroad (A.I.R.E.), established by Law No. 470 of 27 October 1988, contains the details of Italian citizens who reside abroad for a period of more than twelve months.
