Declaration of Value

The Embassy of Italy in Colombo can issue a Declaration of Value for educational qualification documents issued in Sri Lanka. You can apply for a Declaration of Value only after having legalized your educational qualification documents.

The situation of civil status registers and the frequency of false documents in Sri Lanka, in addition to the very high number of requests for legalization, have forced us to adopt the procedure for collecting applications and verifying documents which is described on the official website of this Embassy, at https://ambcolombo.esteri.it/it/servizi-consolari-e-visti/servizi-per-il-cittadino-italiano/traduzione-e-legalizzazione-dei-documenti/

Therefore, you have to submit your documents to the outsourcing company appointed to receive applications for legalization and to carry on the verification and translation procedure. For this, you or your representative have/has to go to the offices of the aforementioned outsourcer with your valid passport, after having booked an appointment, and submit there your educational documents already legalized by the Ministry of Foreign Affairs of Sri Lanka. After the verification an translation procedure your documents will be submitted to the Embassy, and after the legalization by the Embassy the documents will be delivered directly to your address.

After the above mentioned procedure, you can apply for a Declaration of Value for:

– General Certificate of Education (GCE) Ordinary Level (O/L)

– General Certificate of Education (GCE) Advanced Level (A/L),

– Degree from a Sri Lankan State University

The formal request for the Declaration of Value must be submitted personally or through person delegated by you to the Consular Office of the Embassy of Italy in Colombo, located at 55, Jawatta Road – Colombo 5, submitting the original educational documents legalized, after booking an appointment at https://prenotami.esteri.it/.

For the Declaration of Value must be paid in LKR the equivalent € 41 for consular fee (based on the present changing rate). Students already enrolled at Italian universities are exempt from this payment, on presentation of documentation proving enrollment.

However, you can alternatively apply for the attestation regarding your degrees by CIMEA. It is possible to apply for a study visa submitting a DOV or a CIMEA attestation, based on what the University in Italy requires. Therefore please refer to University’s instructions in order to know which documents you must attach to your application for a study visa: if the University requests the DOV, you have to wait for the legalization of your educational qualification documents, then to apply at the Embassy for the Declaration of Value and finally to attach the DOV to your application for the study visa; if the University in Italy requests the CIMEA attestation, you can apply for the CIMEA attestation and then attach the CIMEA attestation to your application for study visa.
